Why Does Adams County License Haulers?
To comply with ACT 101, Pennsylvania's Municipal Waste Planning, Recycling and Waste Reduction Act, which was signed into law on July 28, 1988, Adams County adopted a Waste Flow Control and Hauler Licensing Ordinance in 1991. This ordinance requires any person engaged in the business of collecting, hauling, transporting or processing/disposing of municipal waste generated in Adams County to obtain a license. In 2002 Adams County amended the Waste Flow Control and Hauler Licensing Ordinace to also include the haulers of recycle materials.

 

What is Municipal Waste?
Municipal Waste includes the following categories:
Residential Sewage Sludge/Septage
Municipal (Government) Infectious/Chemotherapy
Commercial MSW Incinerator Ash
Construction/Demolition Bulky Items/White Goods (Appliances)
Institutional    

What Materials Can Be Recycled?
Recyclables include the following, but are not limited to:
Glass Aluminum
Steel Plastic Beverage/Product Containers
Scrap Metal White Goods (Appliances)

If you hire an unlicensed hauler and your waste is found in an illegal dumpsite, you can be fined.

result in a summary proceeding before a district justice.

$135.00 Application Fee
$ 30.00 per Licensed Vehicle used for Waste Hauling
Insurance Requiremnets:
  A. Vechicle Liability - $1,000,000 Limit of Liability per accident
  B. General Liability - Bodily injury and property damage:
Combined single Limit of Liability - $1,000,000 per occurance/$1,000,000 aggregate
  C. Workers Compensation - Pennsylvania Statutory Coverage:
$100,000 each accident - $500,000 Disese - policy limit, $100,000 Disease (each Employee)
     
Small Hauler or Recycling Hauler:
$ 30.00 per licensed Vehicle used for Waste Hauling
$ 15.00 per licensed Vechicle used for Recyclables Hauling
